
Washington, D.C., July 16, 2026 — New reporting from Semafor highlights a proposed initiative by Dynamic Aviation to collect, integrate, and analyze geological data in the Democratic Republic of the Congo.
Dynamic Aviation is preparing a technical and financial proposal following a June meeting in Houston between company Chairman and CEO Michael Stoltzfus and DRC President Félix Tshisekedi. The proposed work would support efforts to strengthen the country’s geological information and improve understanding of its significant mineral resources.
Ambassador Michael P. Murphy, Director of Nestpoint’s Africa and Middle East Division and an adviser to Dynamic Aviation, emphasized the broader momentum behind the initiative.
“The president has done a very good job of reframing the Congolese-US relationship,” Murphy told Semafor.
He noted that the renewed relationship is creating greater opportunities for American companies to invest in the DRC and contribute technical expertise.
Reliable geological information is essential to attracting investment, reducing uncertainty, and enabling governments to make more informed decisions about the development of national resources. If approved, Dynamic Aviation’s proposal would contribute to that effort while ensuring that the resulting data belongs to the Congolese government.
The initiative reflects the growing importance of data sovereignty within the global critical-minerals sector. For the DRC, strengthening national control over its geological information could provide a more secure foundation for investment, resource governance, and long-term economic development.
